Alle the rules are in a pdf file in the website of the German Federal Foreign Office (๐ฉ๐ช das Auswรคrtige Amt); it is like the Ministry of Foreign Affairs in Germany.
Previously this was not available on the internet. The database “Fragdenstaat.de!” has achieved that the manual must be published on the Internet! So everyone can really find the rules and refer to them.
